Painting in Fort Collins: Check the Map Before You Check the Color

Fort Collins has two mapped historic districts and the large one is residential. The Laurel School Historic District, also called the Midtown Historic District, covers 217 acres immediately south of downtown and holds 549 contributing buildings put up between the mid 1870s and the 1930s.

Under Chapter 14 of the city Municipal Code, exterior changes on a City Landmark, inside a City Landmark District, or on a property listed in the State or National Registers go through Landmark Design Review at the city Historic Preservation office. Siding and windows are named in that. So the first real question about a Fort Collins exterior repaint is not what color. It is which side of a district line your address sits on.

The Laurel School District Turns an Ordinary Bungalow Into a Reviewed Building

Most Colorado cities this size preserved a small commercial core and almost nothing residential. Fort Collins went the other way. The Old Town Historic District, listed in 1978, is the small one at 26 acres and 38 contributing buildings, mostly Late Victorian commercial blocks. The residential district listed two years later is about eight times its size.

549 contributing buildings is a lot of houses that read as plain porch and clapboard from the sidewalk and are not treated as plain by the city. Around that district sit the pre war West Side, East Side and Holy Family neighborhoods, and north of the Poudre the early 1900s worker streets of Buckingham, Andersonville and Alta Vista. Not all of those sit inside a mapped district, which is exactly why guessing your own status is a bad idea.

Before you sign anything, email [email protected] or call 970-224-6078 with your street address and ask one question. Is this property a City Landmark, inside a City Landmark District, or listed on the State or National Register. It costs nothing, it takes one message, and the answer changes how the contract gets written.

Here is where Fort Collins repaints actually go wrong. Paint is paint. The trouble is what prep turns into. A crew scraping a 1912 porch finds two soft sill noses, a rotted run of clapboard under a downspout and a window stop that crumbles in hand. Outside the district the painter swaps those pieces the same afternoon and nobody gives it a thought. On a contributing building inside the Laurel School district, taking out original siding or window parts is the sort of exterior change Chapter 14 names, and it can stop a job on a Wednesday.

So make the estimate split the two before anyone opens a can. One column for coating work. One column for anything that removes and replaces original material, priced per piece. A painter who will not write it that way has not worked inside the district.

report

The scope creep is the risk, not the paint

Almost nobody gets in trouble for painting a historic Fort Collins house. They get in trouble because a repaint quietly became a siding and window job halfway through the prep.

Put a line in the contract that says no original exterior material is removed without your written approval first. That single sentence keeps the decision with you instead of with a crew standing on a ladder at 3pm.

The age that makes these houses worth owning also makes them a lead job. Everything contributing to the Laurel School district went up before the 1930s, decades ahead of the 1978 federal cutoff, so lead in the original exterior coatings is the working assumption and not a maybe. That changes the prep entirely. Dry scraping and open sanding are the wrong tools. Containment, wet methods and a real cleanup are the right ones.

Colorado does not license painters as a state trade, so the word licensed on a painting truck means very little here. The credential that is real, and that you can hold in your hand, is EPA Lead-Safe firm certification. Ask to see the certificate, read the firm name and the expiration date on it, and photograph it. That filters harder than any review page.

The other Fort Collins material worth naming is the local stone. The quarries at Bellvue, Stout and Arkins employed more than a thousand men in the 1870s through the 1890s, and what they cut is still holding this city up. Dark red fine grained sandstone from Bellvue, buff quartzitic sandstone from Stout. It is in the 1879 Avery House and the 1904 library, and in foundations, curbing and sidewalk flagging across the older neighborhoods.

Sandstone is soft and porous and it takes cleaning and coating nothing like brick or block. Say no on the spot if a crew wants to put a pressure washer on a sandstone foundation, a stone porch base or stone trim. High pressure drives water into an absorbent stone and lifts the face off it, and the face does not grow back. You need to know nothing else about painting to make that refusal.

Now the correction that keeps this page honest, because most of Fort Collins is nowhere near any of it. The citywide median year built is about 1993, and the south and east subdivisions like Rigden Farm, Fossil Creek, Maple Hill and Registry Ridge are ordinary modern repaints with no design review and no lead assumption. If your house went up in 1998, everything above is background reading.

What does apply to the whole city is the sun and the air. Roughly 15.88 inches of precipitation a year, low humidity and something close to 300 sunny days at about 5,000 feet adds up to hard ultraviolet and fast flash off. Coatings set quicker than the label suggests, and south and west walls age visibly faster than north walls on the same house.

Go look at that today. Run a clean palm or a dark rag down the south facing siding, then the north wall. If the south comes back with a chalky film and the north comes back clean, that is UV failure, and an estimator who priced both elevations identically never walked around the building.

Wind is the last one, and it is worse on the west side where the foothills start at the edge of town instead of fifteen miles out. Christman Field on the northwest edge has recorded a 72.2 mph gust and stations at the base of the foothills nearby have hit 86 to 100 mph. Nobody should be spraying a west side elevation into that, and a crew with a few Fort Collins seasons behind it already has a wind rule and will say what it is when you ask.

Five Steps for a Fort Collins Repaint

1

Ask the city about your address first

One email to [email protected] or one call to 970-224-6078 with the street address tells you whether Chapter 14 design review is in play. Do it before the estimates, because the answer changes the contract.

2

Split the estimate into coating and replacement

Two columns. Coating on one side, anything that removes original siding, sash, sills or trim on the other, priced per piece. Inside a landmark district that second column is the one the city cares about.

3

Settle the lead question before a scraper touches it

Pre-1930s district housing means lead until proven otherwise. Confirm the firm holds EPA Lead-Safe certification, look at the certificate, and get containment, wet prep and cleanup written down.

4

Walk every elevation with the estimator

South and west against north and east. Chalking, opened joints, failed caulk at the window heads. In this climate prep should differ wall by wall. If the quote does not, ask why.

5

Book around the wind, not around the calendar

Ask what the crew does on a high wind day and what happens to your slot when a downslope storm eats two days. A painter with a straight answer has worked here a while.

Choosing a Painter in Fort Collins

They asked for the address before quoting

A Fort Collins exterior quote written without knowing whether the property is in a landmark district is a guess with a number on it.

They showed the EPA Lead-Safe certificate

Colorado does not license painters, so this is the one credential that is actually checkable. Firm name and expiration date printed on it.

Replacement is priced separately from coating

Original siding, sills and sash pulled off a contributing building is a design review question. It belongs in its own column with your signature next to it.

The quote varies by elevation

South and west walls at 5,000 feet with 300 sunny days do not fail on the north wall schedule. One flat rate for four walls means nobody looked.

Common Questions About Painting a House in Fort Collins CO

Does painting my old Fort Collins house need city approval?

Chapter 14 Landmark Design Review applies to exterior changes on a City Landmark, inside a City Landmark District, or on a property listed in the State or National Registers, and siding and windows are named in it. Whether a straight repaint on its own trips that depends on your property and what else the job touches.

The Historic Preservation office at 970-224-6078 settles it for your exact address in one free call.

My house looks completely ordinary. How would I even know it is in the district?

That is the whole problem with the Laurel School district. 549 contributing buildings across 217 acres just south of downtown means plenty of them look like any other bungalow on any other Front Range street.

Do not judge it from the curb and do not take the seller listing as proof. Send the address to [email protected] and get it in writing.

Is there lead paint in it?

If it contributes to the Laurel School district it was built between the mid 1870s and the 1930s, so the honest planning assumption on original exterior coatings is yes.

That is a prep question more than a scare. It means containment and wet methods instead of dry scraping, and seeing the firm EPA Lead-Safe certificate before the first scraper comes out.

Why does the south side of my house always fail first?

About 300 sunny days, low humidity and 15.88 inches of precipitation at roughly 5,000 feet is a lot of ultraviolet for a coating to absorb, and the south and west elevations take most of it.

Wipe a rag down the south wall and then the north wall. Chalk on one and not the other is your answer.

Do you do the painting yourselves?

No. Contractor Palace matches you with insured, background checked Fort Collins painting crews and the pro you book does the work. There is no charge to you.

One Address Lookup Decides Everything Else

Every hard part of painting a house here traces back to one fact about your parcel. Inside a landmark district you are working around Chapter 14, lead safe prep and original material nobody should be pulling off without a conversation first. Outside it you are working around sun and wind like everyone else on the Front Range.

Find out which one you are, then hire accordingly. One email, and the cheapest hour of the whole project.
