Gutter Cleaning in Boulder: A Winter Job, Not an Autumn One
Most of the country cleans the gutters once the leaves are down and calls it finished for the year. Boulder does not get that luxury. The downslope windstorms that pour off the Continental Divide peak from November through March, and they keep packing roofs and gutters with needles, grit and snapped deadwood for months after the last leaf falls.
That matters here for a reason that has very little to do with rain. Boulder's most destructive nearby fire, the Marshall Fire, burned on December 30, 2021 under gusts of 100 to 115 mph, took 1,084 homes and burned grass, not forest. In Boulder's mapped wildfire zones the code asks for a maintained five foot noncombustible strip around the house, and that strip is exactly where a full gutter drops its contents.
The Wind Fills Them, and the Fire Season Is Winter
Boulder sits in the sweet spot for downslope wind. Air pours off the Divide, hits the seam where the mountains meet the plains and forms a hydraulic jump right over the city. NOAA's lab here logged 262 separate wind events of 70 mph or more between 1969 and 2022, and the record gust of 147 mph was measured at NCAR on January 23, 1971.
None of that is a summer problem. December and January are the worst months, and one night of it will strip a roof clean then repack the gutters with whatever it took off the block. Boulder's older streets are ash, silver maple and cottonwood, a heavy litter mix in a calm year, and the ash is dying out under emerald ash borer.
Then comes the part that changes the whole conversation. Boulder adopted the 2024 International Wildland Urban Interface Code with local amendments, applying to permits in the mapped WUI area from August 1, 2025, and the city maps three Ignition Risk Areas. Inside them the ask is a maintained five foot noncombustible zone around the whole home and its attachments, decks, awnings and pergolas included.
Gutter debris does not stay in the gutter. It overflows, it blows out, it drops off the edge and it lands in the one strip the city wants clear. A December wind that carries an ember two miles across grassland does not care whether the pile under your deck arrived in October.
Check your own address on the city map before you believe anyone
Boulder publishes an interactive Ignition Risk Area map, and the boundaries do not follow neighborhood names. A neighbor two streets over can sit in a different risk area from you. Type your own address in, then walk the five feet around the house, under the deck and behind the pergola, and see what is sitting there.
One thing to know before a salesperson reaches you. Claims float around the Front Range that Boulder now requires metal gutters and downspouts on every house. We could not find that in city or county code text, only in secondhand write-ups. The five foot clear strip is confirmed and so is the noncombustible fence rule within eight feet of a structure. If somebody sells you a product on the strength of a mandate, make them show you the section number.
Under Most of Boulder Is Clay That Swells When It Gets Wet
The valley floor sits on Pierre Shale, a marine clay shale carrying bentonite beds of nearly pure smectite. That is expansive clay at its most enthusiastic. It swells 10 percent or more in volume when snowmelt or hard rain soaks it, then shrinks back and cracks open through the dry stretch.
Boulder's rainfall sharpens it. Roughly 19 to 20 inches a year, jammed into April, May and June, then long dry gaps. Drench, dry, drench, dry. That cycle drives the heaved foundations, cracked flatwork and leaning fence posts all over the city, and a downspout emptying at the wall is the most direct way to feed it.
So a Boulder gutter job that stops at scooping the trough is half a job. The extensions and the grade are the work. Water has to leave the downspout and travel past the backfill, not soak into the disturbed soil hugging your foundation.
Go and look during the next real May rain, while it is running. Stand at each downspout outlet with an umbrella and watch. Water hitting bare soil against the wall is the problem you are paying to solve. Water hitting a pipe that carries it clear is the fix, and it costs a fraction of what a foundation crew charges later.
The ground changes block to block. Along the creeks it is cobbly alluvium and behaves nothing like the shale a few streets away, so what worked at a friend's house across town is not evidence about yours. Fifteen percent of the city sits in the regulated floodplain, covering more than 2,500 structures.
The physical job is unusual too. Boulder's charter caps buildings at 55 feet, so there is almost no tower stock here. This is ladder work on ranches, split levels and walk-ups, and in Mapleton Hill, Whittier and Goss-Grove it is ladder work on narrow alley served streets with no driveway.

Not blown across the yard and not hosed off the driveway afterward. Boulder tells residents outright to sweep hard surfaces with a broom instead of spraying them, and the landscaping code sets a watering window of before 10 a.m. or after 6 p.m. from May 1 through September 30. A crew reaching for the hose to tidy up is working against the city.
Every downspout gets flushed and proved
A trough can look spotless with a downspout packed solid halfway down. Ask them to run water in at the far end and stand with you at the outlet while it comes through. Two minutes, and it is the most skipped step in the trade.
The muck goes in the right cart
Boulder's Universal Zero Waste Ordinance has required compost, recycling and landfill collection at every property since 2015, single family homes included, and gutter litter is compost. West of Broadway and south of Sumac Avenue those carts must also be bear resistant, latched and not overflowing, with fines running $100 then $250 then $500. A crew that stuffs an unlatched cart and walks away has handed you somebody else's fine.
You get photos and an honest list
Each downspout outlet before and after, plus what they found. A rusted seam, a hanger pulling loose, a section pitched the wrong way, deadwood off a dying ash. A good crew tells you which can wait a year and which cannot.
They book the next visit for the right season
In Boulder that means late spring once the wet stretch and the heavy March snow are done, then again during the wind season instead of after it. If the answer is next October and nothing else, they are cleaning for a climate a thousand miles east of here.
